<dig:D3text><![CDATA[A moving truck was seen outside the home of ex-U.S. Rep. Jesse Jackson Jr. and his wife Sandi Jackson, the former alderwoman, Wednesday. 

The former congressman is under federal investigation. Sources say the truck is bringing archives and other items from Jesse Jackson's Washington D.C. office to the couple's Chicago home. 

He resigned after being re-elected to his congressional seat in November, and is being treated for bipolar disorder. Sandi Jackson resigned earlier in January, saying she needed to focus on her husband. 

 "I guess what upsets me is that there's just no information," Susan Motley, Jackson's neighbor, said. "I hope Jesse is fine. Mental illness is difficult for any family to deal with. But I need an alderman. I need an alderman that we can trust."

The programs involve child welfare, workers' compensation and services for seniors and the disabled.

"I'm not one for big government, truly I'm a Republican in that standpoint, but there are things that government needs to do for those who can't do for themselves and these are the folks that cannot do for themselves," Judy Baar Topinka, IL comptroller, said. 
 Topinka is urging lawmakers to transfer money from more financially sound programs.
  She says state agencies need about $1 billion to carry them through June.]]></dig:D3text>

<dig:D3text><![CDATA[Bill Daley, former Mayor Richard M. Daley's brother, is sounding more like a candidate for Illinois governor. He was asked about a possible run for governor at a charity event Tuesday.


The former U.S. commerce secretary, banking executive and White House chief of staff agreed to appear at the Misericordia breakfast fully aware he'd be asked about possibly running for governor.

"I'm talking to a lot of friends and elected officials and people that are involved in community activities and getting their sense of what is needed and whether or not they end I think I can add something to the debate," Daley said.

The 64-year-old younger brother of former Chicago Mayor Daley said last month that  Illinois had a leadership crisis and that he was considering a challenge to Governor Pat Quinn In next year's Democratic primary.

"I'm no further than I've said publicly," Daley said.

  He was invited to the breakfast by President Barack Obama's top political adviser David Axelrod, who recently accepted a professorship at the University of Chicago: 

"Bill's been a friend of mine for 35 years.  As you mentioned, Pat's been a friend of mine for 35 years.  I can't think of a better time to go into academia," Axelrod said.

"I think it's too early to say whether Governor Quinn will or won't be elected.  I think it's too early to say whether he'll have a primary challenge," said Rep. Lou Lang, (D) Skokie.

Politicians at the breakfast – and there were many of them -- had differing opinions on whether Governor Quinn, who has struggled to resolve the state's budget and pension crises, should be challenged.

"There's certainly a referendum that can be had about whether we are better off than we were four years ago or three years ago," said Dan Hinz, (D) 2010 candidate for governor.


Quinn would not discuss the 2014 campaign.

"I think that's much more productive for the people to have a governor who is focused on jobs than one who's focused on politics and the next campaign," he said.
 
Daley, who has considered running for governor in  past primaries, said he has not consulted party leaders or taken trips to test the political waters downstate.  He said he has not done fundraising and joked he's just trying to avoid the media.
But he's not doing a very good job of it as long as Daley accepts speaking engagements at high-profile events like the breakfast at Misericordia, where Axelrod's daughter is a resident.

Last Friday, she submitted her resignation to Mayor Rahm Emanuel. 

Jackson had been alderman since 2007. In her resignation letter, Jackson said she could not adequately represent the 7th Ward while dealing with her husband Jesse Jackson Jr.'s bipolar disorder.  

Her father-in-law, Rev. Jesse Jackson Sr. talked about the family on ABC7 Chicago's morning news broadcast.

"Right now, she's focused on her family," he said.

Jesse Jackson Jr. resigned from Congress in November amid a campaign finance investigation. 

The primary election to fill his second congressional district seat will be on February 26.
   There has been no word on who Mayor Emanuel will appoint to replace Sandi Jackson in the Chicago City Council.]]></dig:D3text>

<dig:D3text><![CDATA[Despite her resignation on Friday, it was business as usual on Monday for the staff of former Alderman Sandi Jackson.

Until her replacement is able to form an office, Jackson's Chief of Staff Keiana Barrett will be lead operations at the 7th Ward.

Barrett will lead the same staff, providing services as usual.

Mayor Rahm Emanuel has 60 days to appoint a new council member to represent the ward until the next city election in 2015.

Dorian Myricks, a potential candidate for the seat, told ABC7 he was campaigning even before Jackson's resignation.

"We're prepared to go in and interview with Mr. Rahm Emanuel and if we don't meet those standards, we're prepared to go through the full process of being voted in on 2015," said Myricks.

In the 2011 city election, Jackson won easily in a six-candidate race, more than doubling the vote total of the second place finisher.

Throughout Jackson's time in office, the ward has been plagued with gun violence. 

Some claimed that she spent too much time at the home she shares in Washington with her husband and two children.

"When she was here, things got done.  It was during her absence that things kind of fell by the wayside," said Glenn Harrell, resident.

"I hate what the situation is right now, but hopefully, things will get better," said Anthony Harvey, resident.

The incoming alderman must sustain the momentum Jackson brought to the multi-billion dollar Lakeside Project on the Southeast Side.  It is on the former site of Chicago's U.S. Steel Plant, the largest tract of undeveloped land on the city's lakefront that includes 18,000 housing units.  

"I am brokenhearted… The mayor knows equally as well as I the passion that has to be brought to bear to develop this site," developer Dan McCaffery said of Jackson's resignation.

Jackson has served in the 7th Ward since 2007. Jackson has missed several meetings in recent months, citing the reason as her family responsibilities. Her husband, former Congressman Jesse Jackson Junior, was diagnosed with bipolar disorder in June 2012, and stepped down in November. For several years, he was the focus of a House ethics investigation after trying to obtain the U.S. Senate seat left vacant by President Barack Obama.]]></dig:D3text>
